Goals of Redd Plus Framework

The RED Plus framework consists of 5 frameworks as follows:

(Framework 1 and 2 are the reduction of GHG emissions from forests. Frameworks 3–5 are to maintain and increase carbon sequestration in forest areas.

Goals of Redd Plus Framework

Main goal:

  1.  to reduce greenhouse gas emissions in the forest sector
  2.  to increase carbon storage in forest areas

Secondary goals:

  1. to maintain the integrity of the ecosystem and forest environment
  2. to preserve and increase biodiversity in forest areas
  3. to maintain water quality and be a watershed source and providing water to humans
  4. to maintain the quality and integrity of soil resources
  5. for food security
  6. to support climate change adaptation

Characteristics of the framework

  1. The action is based on the needs of the country and voluntarily.
  2. developing countries take action
  3. Compensation is paid upon achievement.

Implementation of the Redd Plus framework

Implementation according to the RED Plus framework is divided into 3 phases as follows:

  1. preparatory phase
  2. pilot phase
  3. Action to achieve results

Redd Plus Operational Guidelines

From Decision 1/CP.16, Article 71 of the 16th Conference of the Parties to the United Nations Convention on Climate Change at Cancún, Republic of Mexico. It urges developing countries that aim to implement the RED Plus framework. Developed the following components.

1. National strategy or action plan: covering the following matters

  • Addressing the causes of deforestation and forest degradation
  • land ownership in forest areas
  • forest management
  • protection of impacts that will occur from the project operation
  • Effective Community Participation especially the local community and stakeholders

2. Forest reference emission level or forest reference level at the national level

3. Transparent national forest monitoring system for monitoring and reporting activities of the Redd Plus framework

4. System for providing information on social impact protection natural resources and the environment (Safeguards Information System: SIS)
