The Safeguards Information System (SIS), as required by the UNFCCC, is one of the technical components that developing countries working on REDD+ and seeking result-based payments must have in place. Thailand, following its REDD+ readiness program and drafting of the National REDD+ Strategy, has designed and begun to operationalize its SIS. This has included background studies and consultation meetings since 2015 to determine the overall scope, objectives, institutional arrangements, structure and management of the system.
Based on consultations with stakeholders in 2021-2022 and considering the current situation of the country, the proposed objectives of the SIS are:
To raise awareness and understanding for all relevant sectors to recognize the importance of applying environmental and social safeguards to the implementation of mechanisms or programs in the forest sector related to climate change mitigation.
To collect and manage information reflecting compliance with the seven Cancun Safeguards for REDD+ implementation and other relevant forestry programs, both at the policy (address) and at implementation levels (respect).
To use information obtained to prepare a Summary of Information (SoI) on safeguards implementation in order to submit to UNFCCC and relevant funding organizations following the requirements related to climate change mitigation in the forest sector.
To be a center for information dissemination on environmental and social safeguards in REDD+ and other relevant forestry programs to the stakeholders at all levels.
Stakeholders have emphasized that the key principles of implementing SIS in Thailand should take into account a multi-stakeholder approach, linking to the country's existing information systems, and maintaining flexibility for further improvement according to the changing situation.
